
Rainbow Recycling is a division of CARC, INC. that presently serves the recycling needs of Carlsbad through a voluntary recycling program and limited curb-side collection facilitated by a partnership with the City of Carlsbad Solid Waste Division. Rainbow Recycling Center is run by employees of the CARC Farm, Inc. and the City of Carlsbad’s Solid Waste Department is in charge of picking up and delivering the recyclable material to Rainbow Recycling Center. They, in turn, sort through the material and bale it to be stored and sold at a later date.
We recycle:
- Newspapers (including all inserts) – Unsoiled and Dry
- Office Paper, Computer Paper, Envelopes – Contained in paper bags or bundled
- Cardboard – Corrugated and Flat
- Magazines, Phone Books, Junk Mail
- Aluminum Food and Beverage Containers – Rinsed
- Plastic, Milk and Water Jugs, Other #2 containers – Rinsed without caps or lids

Rainbow Recycling is currently seeking funding for a major expansion.
CARC, INC. and Rainbow Recycling will create and sustain jobs through the expansion production capacity and efficiency of Rainbow Recycling. This will be facilitated through the purchase of sorting, bailing, and processing equipment necessary to the safe and efficient processing of large volumes of recycling.
At the present time, critical limitations of physical space and outdated equipment means that Rainbow’s recycling capacity has reached its maximum level at approximately 300 tons annually. Yet the demand for recycling far exceeds Rainbow’s present capacity, meaning that a minimum of 600 additional tons could be recycled and is presently being dumped in the county landfill. CARC is uniquely positioned to serve this critical gap and meet the demand for recycling, but to do so requires significant capital improvements and expansions in the Rainbow Recycling program.
There are 5 primary advantages and benefits to this expansion:
- Secure, safe, and stable employment opportunities for the developmentally disabled
- Greater ability to serve all Eddy County and eventually expand services to accommodate adjoining counties with critical recycling needs.
- Revenue generated from increased processing will sustain and maintain the program
- There is presently no other organization, business, or governmental entity positioned to process recycling in Eddy County, thus making Rainbow Recycling the only contender for the lucrative commodity
- The program is a ‘win-win’ that provides jobs, sufficient revenue for operations, serves a critical community need, saves taxpayer money by prolonging useful life of the landfill, and supports renewable, ecologically sound practices for the betterment of society.
The primary expansion of Rainbow Recycling base is threefold. First, Rainbow will expand the present contract with the City of Carlsbad to accept all recycling that is presently over capacity. Second, services will be contracted with the City of Artesia in the northern portion of the County to receive their recyclables. Third, services will expand to include unincorporated areas of the county and surrounding counties, thus fully developing Rainbow as a regional recycling hub that benefits from ecological partnerships between city government, county government, private industry, and regional state authorities.
CARC is actively seeking the purchase of land and construction of a 10,000 to 15,000 square foot building that can serve as the new recyclables processing center. Construction should begin in late spring of 2011 with scheduled completion in the fall with opening for operations later in the calendar year of 2011.
